I registered a new child and it's listed under the No Program section. Why?

In the Children page, the No Program section lists all children in active accounts that are not in a program as of today. In general, children who are in active accounts under this section are assigned to a program but will start at a future date. When these children start, they will be moved from the No Program section to the Default Room section.
